    PROGRAM

    Title III Area Plan Administration (III-B, C1, C2 and E only)

    At least 25%

    Federal dollars spent on APA cannot exceed 10% of all Federal funds received under III-B, C1, C2, D and E. Administrative costs are not allowable under III-D.

    Title III Services (III-B, C1, C2 and D)

    At least 10%

    Carryover exceeding 7.5% of the III-B or III-C awards or 25% of the III-D award must be justified. A certain portion of the III-D award must be spent on Medication Management (review your NGA).

    Title III-E Services

    At least 25%

    Carryover exceeding 7.5% of the award must be justified. No more than 10% of the services expenditures may be used for Grandparents Caring for Children activities. No more than 20% of the services expenditures may be used for Supplemental Services.

    Title VII

    No Match Required

    No administrative costs are allowed. Carryover in excess of 25% of the annual award must be justified.

    Title V

    At least 10% - NYSOFA can not mandate local match but USDOL still requires that the minimum match be contributed.

    1) No more than 9.45% of Federal funds may be spent on administrative costs. 2) At least 75% of Federal funds must be spent on Enrollee Wages and Fringe Benefits.

    Community Services for the Elderly

    0% for Planning and Implementation, at least 25% for service expenditures.

    Unless waived by NYSOFA and the Director of the Budget, total CSE services expenditures must be maintained at the 1985/86 level.

    Expanded In-home Services for the Elderly Program (EISEP)

    0% for Implementation, at least 25% for service expenditures.

    1) No more than 33% of EISEP services State aid and required local match can be spent on ancillary services. 2) At least 33% of EISEP services State aid and required local match must be spent on in-home services. PENDING APPROVAL

    Supplemental Nutrition Assistance Program (SNAP)

    No Match Required.

    No more than 5% of State funding may be spent on administrative costs.

    Congregate Services Initiative (CSI)

    At least 25%

    No more than 5% of State funding may be spent on administrative costs.

    Other - WRAP, HIICAP, Nutrition Services Incentive Program, Foster Grandparents, State LTCOP, ORT, POMP, Elderly Abuse Ed. & Outreach, NORC-SSP, NNORC, SADS, Respite, RSVP, Grants-in-Aid and model projects 1

    Generally no match required.

    1)     Federal model projects include the Coordinated Care Alzheimers Disease Assistance Projects, Evidence Based Disease Prevention Projects, Community Living Program, Nursing Home Diversion, and Aging Disabilities Resource Center include federal funds with required state match, no required local match. State model programs include HIICAP Consumer Advocacy Project (HIICAP CAP), Geriatric In-home Medical Care, Community Empowerment and End of Life Initiatives.
