NYSOFA Weatherization Referral and Packaging Program (WRAP):
WRAP is administered by the New York State Office for the Aging (NYSOFA). It brings together many different but complementary services to provide an individualized, comprehensive, long-term solution to the energy problems of the frail and low income elderly. It also provides outreach and referral services to HEAP eligible individuals over 60 years of age who need weatherization assistance in the form of installation of heating systems, insulation and other energy saving measures. This program identifies and links resources, both private and public, to enhance weatherization efforts. Recipients of WRAP services experience reduced energy bills which stimulate local business through the awarding of small contracts to local vendors for labor and materials, and targets in-kind donations from the private sector.

Weatherization Assistance Program (WAP) sponsored by the Department of Housing and Community Renewal (DHCR)
The Weatherization Assistance Program assists income-eligible families and individuals by reducing their heating/cooling costs and improving the safety of their homes through energy efficiency measures. Energy efficiency measures performed through the program include air sealing (weatherstripping, caulking), wall and ceiling insulation, heating system improvements or replacement, efficiency improvements in lighting, hot water tank and pipe insulation, and refrigerator replacements with highly efficient Energy Star rated units. Both single-family and multi-family buildings are assisted. Household energy use reductions and resultant energy cost savings are significant, with an average savings in excess of 20%. Individual households apply by contacting the provider that serves their area.

Home Energy Assistance Program
HEAP
is a federally funded program that issues heating benefits to supplement a household’s annual energy cost. The program also offers an emergency benefit for households in a heat or heat related energy emergency. Additionally, HEAP offers a furnace repair and/or replacement benefit for households with inoperable heating equipment.

Sponsored by the New York State Public Service Commission and underwritten by the New York State Energy Research and Development Authority (NYSERDA), the LIFE dialogue encourages an interactive exchange of information and collaboration among the programs and resources that assist low-income energy customers.
